Paul Rockower is one of the founding theorists of gastrodiplomacy. With a Master's degree in public diplomacy from the University of Southern California, he popularized the concept in 2011-2012 in his reference article Recipes for Gastrodiplomacy, today one of the most cited texts in the field, where he defines gastrodiplomacy as the art of winning hearts and minds through the stomach, a strategy of choice for middle powers seeking international recognition. His journey has taken him from Israeli cultural diplomacy to assignments for the Indian and Taiwanese foreign ministries, to leading music diplomacy programs for the US State Department.
